ComEd, which serves 4 million customers in northern Illinois, says it needs to raise more than $15 billion through rate increases to handle rising demand and storms that keep getting worse. The lights still went out in 2.4 million homes during storms this year, and some south suburban customers waited as long as five days for power to return.
