Augusta has submitted $83.6 million in Hurricane Helene costs. $46 million has come back. One city, one storm, and a little over half the money, two years on. North Carolina's version of the same gap runs to nearly $60 billion of damage against $5 billion of private insurance. Same shape, two scales.
