Citizens Property Insurance, Florida's state-backed insurer of last resort, was down to 216,577 policies as of 23 October, from about 1.4 million at its September 2023 peak. It carried about 8,800 policies in the Panhandle when Hurricane Isaias hit, by the regulator's data, and had 860 Isaias claims by 15 October.
