FEMA ended its flagship prevention program in April 2025 and said roughly $882 million appropriated by Congress would be returned to the Treasury. In December a federal judge ruled the termination unlawful and permanently enjoined it. Three months later the states had to file again to enforce the order, because FEMA had given no indication it was complying.
