The President rejected $227 million in aid for New York, New Jersey, Massachusetts and Rhode Island after a February snowstorm. All four had documented damage above FEMA's own threshold, and FEMA's regional staff had recommended approval. New Jersey alone had logged $84.4 million against a $18.5 million threshold.
